About NSPIRE training
NSPIRE replaces HUD’s previous housing inspection protocols.
The updated scoring system emphasizes health and safety over appearance, and evaluates buildings for functional defects.
Knowledge of these new standards is essential for TDHEs to pass state and federal physical inspections.
Key training topics include:
- Changes to inspection protocols
- Scoring methods and self-monitoring
- Common deficiencies
- Optional exam to earn NSPIRE Inspection Specialist (NIS) designation

HOTMA introduces major changes to rules affecting TDHEs, particularly in income and rent calculation, net family assets, and required deductions.
Specifically, TDHEs must adopt the new Part 5 definition of “annual income” under the Indian Housing Block Grant (IHBG) program.
Key training topics include:
- HUD’s final rule implementing HOTMA Sections 102, 103 and 104
- Asset limitation
- Calculating income
- Compliance timelines
- Income deduction, expenses and hardships
- Household composition
- Income inclusion and exclusions
- Interim reexaminations
- Net family assets
- Over-income rules for public housing
- Verification procedures
