Becoming the first tribe in Texas to successfully use the Low Income Housing Tax Credit program, the Ysleta del Sur Pueblo built 30 duplex homes, which provide 60 affordable housing units to income-qualified members of the tribe.

At the time of the tax credit award, Al Joseph, the tribal housing director, said the pueblo has been struggling for years to build housing for the more than 230 low income families on its housing waiting list.

“Building three or four houses a year wasn’t making a dent in the great need we have,” he said. “Now, we are able to take our vision of providing affordable housing at a significant scale to help some of the neediest families.”

The unit mix includes 33 two-bedroom homes, 24 three-bedroom homes and three four-bedroom homes. Six homes are reserved as workforce housing, three homes are reserved for elders, four homes are set aside for tenants with mental or physical disabilities, and 29 units are set aside for tenants recovering from substance abuse.

The total development cost was more than $7.6 million. The project was made feasible by a $781,794 LIHTC award (also known as Housing Tax Credits) from the Texas Department of Housing and Community Affairs (TDHCA).

The project also includes one community facility and police substation and a park with playground equipment and picnic areas.

Raymond James Tax Credit Funds is the investor for this project.
