The Eastern Shoshone Housing Authority (ESHA) received an award of $270,127 in LIHTCs from the Wyoming Community Development Authority (WCDA) in 2014. With the tax credit equity generated from these LIHTCs, the housing authority revitalized Tigee Village, an existing subdivision in Fort Washakie originally constructed in 1968.
Due the age of the units, the poor internal functionality and the very poor outward efficiency, the architect determined demolition and reconstruction was the most cost effective way to deliver units. Demolition occurred in 2014.
The 20 newly constructed units were built on the same footprint where the previous units were located. All units remain part of the Eastern Shoshone Housing Authority’s Current Assisted Stock (CAS).
At the time of the award, Brian Mann, ESHA’s assistant executive director said: “We are very excited to get this project going to not only provide housing but hope for the community. This is just the phase one in ESHA’s plans for the future.”
The newly constructed units include a mix of duplexes and fourplexes, with four one-bedroom homes; four two-bedroom homes; eight three-bedroom homes; and four three-bedroom homes that are handicap accessible. All 20 households are income restricted to 40% Area Median Income.
The new homes are designed to withstand Wyoming’s harsh climate and provide affordable, comfortable homes for tribal members. The project’s units are located in a cul-de-sac that also needed extensive redevelopment including paved parking, curbs and gutters, development of a central green space area, walking paths and sidewalks connecting the residents to each other and common amenities. A new community amenity constructed on an used portion of the site is a central feature of the Tigee Village redevelopment effort.
